Citizens remain the first and last decision makers.
Authority begins with citizens and must continuously return to them through consultation, reporting and open participation.
The constitution protects the citizens-first character of ALL & CITIZENS. It defines how members participate, how structures operate and how every leader remains accountable to the people.
We organise so that citizens are not spectators, but the authors of public life.
A&C is established as a democratic, grassroots and citizens-driven political organisation committed to unity, dignity, accountable government and prosperity for all.
The organisation exists to turn community priorities into action while ensuring that office bearers, candidates and public representatives remain servants of a citizen mandate.
These principles guide interpretation of the constitution and the conduct of every A&C structure.
Authority begins with citizens and must continuously return to them through consultation, reporting and open participation.
Every office bearer and public representative carries a responsibility to listen, organise, deliver and account.
Ward-level participation, local priorities and grassroots structures form the foundation of A&C.
Corruption, self-enrichment, discrimination and abuse of office are incompatible with membership and leadership.
A&C brings citizens together without discrimination while defending equality, reconciliation and humanity.
Every member must be able to participate freely, receive fair treatment and help protect the democratic integrity of the movement.
The structure exists to coordinate participation and service. It must never remove the authority of citizens to shape priorities, programmes and mandates.
The source of the mandate and the final authority on community priorities.
Citizens organise locally, identify needs and coordinate practical programmes.
Volunteers help coordinate communication and delivery without taking power away from citizens.
Youth, elderly, professional and other forums contribute knowledge, organisation and advice.
Elected representatives carry citizen-shaped mandates and report openly on performance.
Office bearers and public representatives must act honestly, disclose conflicts, protect public resources and report back on the mandate they were entrusted to carry.
Candidates and representatives must emerge through democratic processes and remain accountable after election.
Communities identify priorities, discuss needs and define the mandate.
Nomination and selection processes must be fair, transparent and grounded in service.
Representatives act in public institutions on priorities shaped by citizens.
Citizens receive reports, evaluate delivery and demand corrective action where required.
Disciplinary processes must protect both the organisation and the rights of the member. Allegations must be handled fairly, decisions must be reasoned and sanctions must be proportionate.
The constitution may evolve, but it must never be changed casually or in a way that removes citizen authority. Proposed amendments must be communicated, debated and adopted through the organisation's lawful democratic process.
The organisation, its structures and its representatives exist to serve citizens and build prosperity for all.
